First of all, You must 

1.  Connect your site, 
2.  Provide your actual payment address
3.  Verify your phone number, only for some countries but depending on your country.

First, let's connect your site. Copy the code from your AdSense homepage and paste it into the HTML of your page just after the "head" tag. 

Next, add your AdSense codes to all the pages where you want to show ads. It is important to keep in mind that the editor of the website you use will affect the way you perform this step. When finished, check the box and click "Done."

Secondly, you must then provide an address to receive your payments. Enter your address and full name as it appears on your bank information. 

This information is crucial for receiving your payments without any problems, so make sure your name and address are correct.

Third, verify your phone number. Verification of the phone number is not mandatory in all countries, but if necessary, you will see a message on your AdSense home page. 

Enter the phone number you wish to verify here. If you have previously verified a phone number for Google, you will see its number in the "Phone number" field. You can utilize this telephone number for AdSense and avoid the remainder of the telephone confirmation process. 

If this is not your case, choose whether you want to receive your verification code via text message or voice call and click on 'Get verification code'. 

On the next page, enter the 6-digit verification code you received from Google AdSense and click on 'Submit' Once these steps have been completed, then Google will review your site.

If they do not detect violations of the policy, they will finish the configuration of your account. This usually takes less than a day, but it may take longer.

But despite all of that, I think you should create a Google AdMob account first. Thereafter, the Google AdSense account is more likely to be approved. It's my personal opinion.
